And 480x240 is a common resolution? That's news to me.
(Unless I'm thinking of the term wrong, it's still not an aspect ratio; it's a resolution. An aspect ratio would be something like 2:1, of which 480x240 is one realization.)

SQ, could I suggest Google-ing for the information? For example, a search for "video glossary" gives this one along with many others.
Or, if you happen to own Premiere Elements, appendix B of the manual has a glossary of terms. The Help menus for Vegas and Vegas Movie Studio also have nice glossaries.

About aspect ratio, you've always got width first. Fullscreen is 3:2, widescreen will give you a variety, 2.33:1 for example, and others.
All I would say, instead of that quoted part, is this: "Generally speaking, the framerate should be the same as your source. Changing the framerate can cause un-attractive results."
I take exception to this. As I explained earlier, there are times when 23.98 is proper. There are times when 25 is proper. Saying that anything under 29.97 is unaccepted is misleading, and promotes incorrectness in dealing with it.The informal rule is to never go below 15 fps, but for AMVs, anything under 29.97 fps is usually unaccepted. (For conventions, projects, and contest entries).
