Not in the manga in my book shelf (German translation). He started it to arrest perverts in trains. There's also a nice picture of Aoi's elbow meeting some guy's chin so it's not a translation bug. The anime gave the same reason.
After that he just started to feel like it and stayed that way, but that's not the original reason.

Late one night, Saki decides to make a midnight run (literally) to pick up something for her objet d'rool, Kurumi.

THE QUESTION: What was Saki going to get, and where was she going for this item?

Luxandra Frail is certainly one of Seraphim's top candidate pilots at Watcher's Nest. She's cool, calm, and capable of handling any situation.

That's not to say that she doesn't have a weak point. In fact, Luxandra's particular weakness (some might even call it a phobia) is the source of some light joking among her fellow cadets.
