what is this anime?

I'm not sure if anyone knows what this anime is since I really have nothing to say about or go by it but the only material I have is the t.v. Malcom In The Middle.The other day when it came on I noticed in the intro it showed a picture of some crazy looking anime guy smiling.For anyone who has seen the intro to show should know what i'm talking about it and if you know the anime what is it?

I heard a couple times that the series shown was Nazca.

Does anyone know if the Brad DeMoss listed in the English voice credits is the same one that goes by "MisterFurious" on the .org? Or is it just a coincidence that they have the same name?

My sincere apologies if I draw unwanted attention to you by posting this, I'm just incredibly curious...
