David Brimmer was the Drillmaster in 'Now and Then, Here and There'
This dub also featured Crispin Freeman as Tabool.
...from here, we can take many roads to the final step, I'm not picky with your choice...two off the top of my head:
Freeman voiced Straight Cougar in 'Scryed' while Blum played Kazuma
or
Freeman voiced Alan Gabriel in 'The Big O II' in which Blum voiced Roger Smith.

With this, I submit:

Vic Mignona (...best I can think of at the moment that doesn't clear itself in two jumps (...I think...I'm prob. wrong, but hey)

Vic Mignona voiced Mamoru Torigai in RahXephon
Chris Patton played Ayato Kamina in RahXephon
Chris Patton played Crisis in Lupin III Dead or Alive
Christopher Saibat played Daisuke Jigen in Lupin III
Christopher Saibat played Kazuma Kuwabara in Yu Yu Hakusho
and Steven Blum played a Thug in
Yû yû hakusho: Meikai shitô hen - Honô no kizuna

Now then, I'll throw a small twist into this, and begin with a Japanese Seiyuu, it shouldn't be that hard, as it's almost the same links due to the way the Japanese Seiyuus get around in Japan

Man, I can't believe this has lasted even twelve posts!

Kobayashi Sanae played Manaka Kisaragi in Boogiepop Phantom, which featured Jun Fukuyama as Masami Saotome, who was also played by Crispin Freeman, who played Alex Row in Last Exile, which co-starred Stephen Jay Blum as Vincent Arthai.

Carl Macek (this one's easy):
Carl Macek directed the english dub of "Doomed Megaopolis", which Kazuyoshi Katayama worked on, who directed Big O, in which Stephen Blum played the lead.

While I realize the Woody Allen one's tech. expired...just can't resist taking a crack at it...

Woody Allen was in 'Curse of the Jade Scorpion' which also featured David Ogden Stiers
Who was a guest star in an episode of 'Star Trek: The Next Generation' starring Patrick Stewart
Who provides the voice for Charles Xavier in the game 'X-Men Legends' with Stephen Blum as Wolverine.
(...oddly, remembered that connector in the shower this morning...)

As for Donkey Kong...
Gonna have to get back to you on that one...

As for the second name...

Donkey Kong was in the game Super Smash Bros. with Link
Link was in the GameCube version of Soul Caliber II with Xianghua
Xianghua was voiced by Wendee Lee
Lee and Blum both starred in the movie Perfect Blue
