Hi Hi Puffy Ami Yumi is not anime. It is an American cartoon inspired by the Japanese rock band Puffy Ami Yumi.

I hear that PAY is pretty much to jpop what The Darkness is to rock here in the US... they've got a few hardcore fans, but for the most part, people just want them to shut up and go away. Well, at least I know that I never heard them when I was in Tokyo.
HHPAY isn't as bad some of the newer CCF shows (like Foster's Home for Imaginary Friends), but its still a pretty bad show. I doubt that it'll go anywhere in Japan.

It's not that bad, it's actually pretty funny if you let it be. I don't like to watch those cartoons but I can easily tell whether one is funny or not and HHPuffyAmiYumi is definelely better than average with comedy for little kids. Foster's is alot funnier though. I wish I had funny stuff like that when I was 10 years old "Doug was kinda boring".

Personally, I'm inclined to think that Anime is a style; there's Japanese and American Anime (albeit, American Anime doesn't have a large repetuar, and only a few trully good things at that), but they both follow the same basic conventions - a graphic style of art, usually meant as a sort of caricature of real life in design, with fairly complex themes and a greater sense of linear story nine-times out of ten. Gen Furukawa, of Justice League fame, seems to be at the apex of this rising form, as well as Gendy Tartakofski and Craig McKraken; you can't deny the fact that our cartoons becoming more graphic and anime-esque in appearance has had an influence on the American outlook to more easily accept Anime in the mainstream.
