It looks as if you gave a URL to a local file on your computer -- the link itself is referring to "C:"...

Wow. I've only recently started watching this guy's vids (Sweet Revenge and Beautiful Lie) -- he is awesome.

Anyway, I can make a guess that maybe you were asking about the live action overlays? This is usually called a "corner pin" effect in Adobe-land (I've used it in After Effects, and I can't remember if Premiere has one or not...). For some of the more complicated shots (where the anime is both in front of and behind the live action), those are likely masks that he had to create himself...

If you are thinking about getting into After Effects, you definitely need the Meyers Books..

Creating Motion Graphics with After Effects, Vol. 1: The Essentials (3rd Edition, Version 6.5) (Paperback)
by Trish Meyer, Chris Meyer

If you are curious, most bookstores I know usually have these on the shelves and you can flip through them to get a feel for the things that are possible...

The software doesnt make the effect. YOU make the effect. You look at the effect, cut it down to its individual layers. You find programs which you can use to create each layer (your average NLE and ms paint are fine for most things) and then you practice. If you get stuck you come here and ask for help, showing us what you've allready tried to do and what you had problems with. If you dont know where to start, start with google.

To answer your original question: Adobe Premiere or Premiere Elements, Sony Vegas or Vegas Movie Studio...probably (only "probably" because I don't have personal experience with these) Ulead MediaStudio, Pinnacle Studio...and any software costing more than about US$200. You could even do this with Windows Movie Maker (WMM) if you have the right plugins.

The effect is usually called picture-in-picture (PiP) and it's typically just a product of using motion or pan/crop settings; i.e. it's not a stand-alone "effect" like changing to black-and-white or adding a glow (which also appears to be in that pic you made).

I have use After Effects to incorporate the real music video - rotoscoping power >_< - But Bum has right, you create the effect, the software is just a meaning. For all the other stuff, I have use Adobe premiere.
