This is a very good point, it's true that lip synchs work very well in comedy, and they are just most often used there, however you could claim the same for Fade to blacks, and transparent close ups of people crying for dramas. And random AE effects for action videos.
It's true people could effectively use all os these things in other contexts, Lip synching Drama, AE effects for Comedy, etc etc, but I suppose once someone sees a very good style of video done with very good use of a style of effect, they try and emulate it, thus creating the situation we find ourselves in now.

A "famous" example of this is One Day More. This showed in the drama category at AX, and thousands of people were laughing their asses off. Given its prevalence in comedy, it can be hard for some to take seriously sometimes in drama, as discussed. Generally in comedy AMVs, I want more than just lipsync, but sometimes lipsync-only can be entertaining as well.

Hence is a good way to capitalize on competitions...
