That just means you post a new question, not for the same series though, you can only use the same series on the quote and image trivias. In questions, you must use a new series.

I think he means why didn't Al go through with getting into the military.

Ed didn't want Al to be a dog of the military. It was hard and rare to get in, and it was only necesary for one of them to join to get what they wanted.
