I recommend you don't bother asking, because the people here are most likely to be smart alecks and treat this thread like a joke. I should know, because it's happened to me. MORE than once.

It comes with the AMVapp, but you can get the newest versions here:
http://neuron2.net/dgmpgdec/dgmpgdec.html

You'll need AviSynth to use it, though. It's also included in the AMVapp or at http://www.avisynth.org/
