although (at least in my mind) premiere should be able to use files that have different properties than the project (like a 720x480 clip in a 512x384 project)

funny story about my current amv...I accidentally set the project at 30fps drop-frame...and I have 23.987fps footage...
seems to work though (no sync issues...using huffy for clips compression)

but...it may not work like that, so make sure that the project settings are the same as the footage properties (most likely 720x480, 23.987fps or 24fps...probably drop frame, ntsc 0.9 PAR)
by the way, it might help if you post the footage properties and the project settings

if you haven't already, try (in vdub) going to compression, select and configure huffy. There should be a box that says "always suggest RGB for output", click it, re-encode your clip(s) and see if that works

Ohhh, I'm willing to bet it's the user's fault and not Premiere's fault.

Only when they actually buy the product.

Yeah, it probably has nothing to do with it being pirated software, unless you didn't even go to the trouble of finding a decent ripoff, like DJ_Izumi suggested. 80% of the software people download through p2p doesn't work the way it should.
And God spoke unto the Chicken, and He said: "Thou shalt crosseth the road", and the Chicken did cross the road, and there was much rejoicing.
