Format used in Japan.
How can I tell whether or not my DVD player can play this type of DVD?
Can my DVD R/W on my PC play it?
Can I rip it with the normal programs and convert it to a format my DVD player can play?

The short answer is: Yes.
The more complicated answer is: Yes, if you have a region free DVD drive (like I do), you have hacked your firmwear to give you a region free or all-region DVD drive, or you set your DVD drive to Region 2 (which is what region Japan is).
The last option is NOT preferable, because you onyl have a limited amount of time you are allowed to switch back and forth, and you'll either get it stuck on Region 1 (which is US) or you'll only be able to play your Japanese (and I think European?) DVDs.

There are software that will "region free" your system (and remove any copy protections) like AnyDVD. This will allow your computer to play back all DVDs on your DVD-ROM/RW drive without changing its region setting.
DVD Decrypter can rip and remove the region coding for all DVDs. So the backup copy you create will be playable on virtually all DVD players (this is what I do to play my JP R2 DVDs on my stand-alone).

PS2 regioning is an entirely different animal.
Your personal DVD player can often be converted to region free using it's own features. Many DVD players, by a combination of buttons on the remote or player, will allow you to set the player to regions 0-7, in some cases, Even region 8. \o/
In the case of my DVD player, it was a matter of h olding eject for 5 seconds, then a 4 digit code, and a selectable menu of all 9 regions came up and I just had to select Region 0 and press OK. Presto, region free DVD player.

DVD Decrypter removes the regional coding fine for me. If I just want to play a region 2 dvd, vlc player seems to work fine for that.. no other media player I have though can play the region 2 dvd. So I guess you'll be fine in playing it with VLC Player and be fine editing it when ripped with DVD Decrypter.

On a PC though you'd have to use a program like DVDRegionFree (think it's called DVDRegionAndCSSFree now though =/ same difference).
