That is actually a T-38. Seeing as how I was in Tech School at Sheppard AFB in Wichita Falls, TX back in 2002, and there is also a fighter pilot training school over there too, and they fly T-38's and T-37s. I also see them flying around all the time, since I live in Wichita Falls, TX

The T38 Talon is a two seat advanced trainer version of the F5 Freedom fighter. The F5 was sold to many foreign air forces. There just aren't many left to be seen in the US inventory.

Alot of the middle eastern airforces use the F5 as their main support fighter. I've talked with many airforce pilots who said they would dread dog fighting against an isreali f5 pilot because of how talented they are with those jets.
