It would be a good idea but it's complicated. If this were a one-nation community it would be easy, but there's people here from all over the world. The org doesn't have the cash for international publication of a periodic, and selecting where to do it by leaving out the rest of the world... well, it sucks.
And God spoke unto the Chicken, and He said: "Thou shalt crosseth the road", and the Chicken did cross the road, and there was much rejoicing.

1. Printing is very expensive. The org probably doesn't have that much cash to throw around. And if they did, I hope they'd use it to improve the site rather than blowing it on a random, unnecessary thing like that.
2. There's no need for it. Anything you could say in print, you can say online.
3. Mailing is expensive in bulk - less expensive than printing, but it's still an unnecessary expense (see #2).
See #2 again.
There was an HTML/email-based newsletter around for a while, though I don't remember when the last issue was. You might want to read that if you want to read essays and whatnot on AMVs.

there've been two attempts at periodicals on the site, and they both stopped due to lack of interest and submissions.
