Sony Vegas Cropping

I for the life of me can not crop how i want it to. I want to make 2 vid at the bottom filling about a quarter of the screen, and on the top my background picture will be shown.

But when i mess with the settings in the pan/crop section. The whole vid moves to one section, or i move it and part of it gets cut off. Is their a way to strech the vid to fill the section i want, and maintain aspect ratio?

Or can some one direct me in to a good crop thread? Please?
