I´ve the whole Rahxeohon DVDs and I like really like it, but the art? Mhmm...
For me it is not the best.
I like most Cowboy Bebop with its kind of soundtrack art.
Neon Genesis Evangelion "End of Evangelion" for the whole thing. I just love it and there very cool scences in it.
For art alone: For me its Trinity blood and Chrno Crusade, because I like the genre... Uhm if you have seen one of those you know what I mean with genre.

Actually the animation in that fight is dreadfully inconsistent to the point of being laughable at points. Naruto is a typical long running shows in that some episodes look good, most being pretty middle of the line and some rushed and absolutely cheap.
I say Gakutsuou is one of the most artistically stylized shows out there. There's lots of details and it does look beautiful
Air has probably the best color sense. Seriously, the use of lighting and color is what makes the show stand out as not being another show with very cute characters.
And Last Exile some very nice aviation scenes. It was one of the first shows where CG scenes were meshed quite well and without many of the problems of earlier series when it was used extensively.

I also really enjoyed the art in Last Exile. I started watching it because the dvd cases were pretty, and ended up totally loving it.
