I'd love to encode my audio from premiere into mp3 for a variety of reasons -- mostly so I don't have to keep siphoning everything into virtualdub everytime I just want to make a preview for someone...
The Lame site is very confusing because first of all there aren't even links to download lame from their site. Premiere isn't even on their list, and according to the audio listing, mp1, mp2, mp3, mpa, and mp3 pro all are "import only"

What the hell?
Even in Audition I can only export stuff as high as 56kbps. This is so confusing! What's going on, and what's the work-around?

You can download a LAME binary here.
And the 56kbps problem is a limitation of the Frauenhofer IIS MP3 codec; the "workaround" is the Radium MP3 codec, available here.
