For instance, Bote's "Man of Sorrows" looks like it has never been hosted on the .org, but we're given two links... the last one was checked back in January or something and says "good link".
It's always a bummer to try to download something, thinking it'll download, and then be met with a generic "filler" website.
Unfortunately, I don't know html nor js, so can't give my two pence about how to go about doing this, but in general, just put a minimum amount of reports before it goes to admins - that should solve the only problem I see with the proposed system.

We used to have a report link/download problem button, but It went away after the "automatic checker" thing was instated. =/
