Monster perhaps. Quite a lot of episodes though. Like 72 ?

Drama:
- Kimi ga Nozomu Eien ? I think it is done nicely, but I still hated it in the end.

Romance:
Well, not entirely sure here. Not so experienced in this genre.

But as CracktheSky said:
- Voices of a distant star
- Place promised in our early days // Beyond the Clouds

- Eureka (Well, there is actually a lot of action, and the story isn't really a romance, more drama I suppose. But for me main plot was the interaction between Renton and Eureka which made it interesting in the end).

Maybe something like Onegai Teacher or Onegai Twins ?

Comedy:
- Great Teacher Onizuka
- Azumanga Daioh (What a surprise!)

Other than that, I found the following stood out quite a bit. Not making them necessarily the best though:

Beck, Cowboy Bebop, Fullmetal Alchemist, Neon Genesis Evangelion of the top of my head.

x2. Monster is probably one of the finest animes out there. Magnificent story telling, dragging your emotions along for the joy ride and making those characters mean something to you. It's not surgical application of a audio/visual production like in many animes, its a universe of its own. (The use of surgical is not lost on me.)

The action is realistic, unlike the thinly veiled yaoi, er, swordsplay, of most, more likely all shounen shows. The art quality iand style have a much more livelier texture to them than a lot of shows. Genre breadth is there as well, with 74 episodes, none of which involve unrelated filler.

Of course, it sounds like what your looking for is everything Monster isn't, cheap anime, another drop in the bucket. In which case, Shuffle all the way.
