The classic Ranma 1/2 - while not technically shojo, the whole thing is a big love polygon, and there's a lot of humor in it. Watch at leas the first three episodes before you decide though, I remember the first one or two being a little slower-paced because they had to get everything set up before the jokes could start coming rapid-fire.

Akazukin ChaCha is a hilarious one, although aimed at a slightly younger audience. Also, it's only available fansubbed.

For some comedy, I'll add

Tokyo Godfathers: it's not what it sounds like, it's three homeless people, a middle age drunk, a homosexual, and a run away girl, who find a baby in the trash at christmas. Very funny and very heart warming. It is subtitled.

Those Who Hunt Elves: Trying to find the spell fragments to return home, the fragments are tattooed on female elves. This doesn't get ecchi, or even into much fanservice. It is really pretty funny.

Rumiko Takahashi Anthology: I'll put it here because these "slice of life" stories from the creator of Ranma and Inuyasha have plenty of humor in with the good dramatic stories. Really fun stuff.

Nadesico or Dai Guard; Both parody humor of the giant mecha anime.

Sakura Diaries: Romance comedy

Drama, Romance:

Millenium Actress: great storyline, told in flashbacks. This is subtitled.

Whisper of the Heart: The Cat Returns: Howels Moving Castle: Castle in the Sky (Laputa): all studio Ghibli, all dist by Disney, all very good anime.
Along with them get Princess Mononoke.

Last Exile: a scifi drama with some romance. Beautiful Range Murata artwork, good plot with lots of action.

Memories: three stories on one disc, with romance, comedy, scifi, and social drama. A lot here for not a lot of money.

Princess Nine: a very under-rated anime. One of those "feel good" stories, lots of drama, some romance, Darn near has you standing and cheering for the girls. It's not a story about baseball, it's a story about the nine girls on the team, their hopes and dreams.

Utena: Somewhat shojo, somewhat not, a bit humorous, very stylistic, very heavy on symbolisms. Worth watching.

Petshop of horrors: Something completely different, six stories, all good, some romance, plenty of horror, good stuff.

Area 88: lots of intense military air combat. Not scifi but 60'S - 70"s era planes. A good story with a romantic background. If you like "top gun" type action, you will like this one.
Where did you say I'm going?.... And what am I doing in a handbasket?

Elfen Lied is a good anime, it veries from cute and heartwarming to violent and bloody. Neyu - Lucy is such a Jeckel - Hyde character. There are a lot of emotions involved in ths anime. Nice mystery about who Lucy is, where she is from and what can be done about her and the others.
