That's because RAW cappers think adding dummy frames to have a bigger number associated with their file will make more people grab their eps to sub with.
No, it's so that they don't have to figure out how to handle hybrid footage.

If one part of your video is telecined 29.97, and another part is progressive 29.97, do you IVTC the telecined stuff and blend frames on the progressive stuff to get it down to 23.976, or do you deinterlace the telecined stuff and leave the progressive stuff as is so that it stays 29.97? If you bump it up to 120, you can have <i>everything</i> progressive, unblended, and playing back at its proper speed (120 being the LCM of 24 and 30).

The subbers manage it fine enough fro their exports.

Cause they usually don't care and just put it all to one framerate, regardless of whether that makes it choppy or not.
