So it doesn't actually say the Avatar or the signature have to be anime related at all?

As long as it doesn't break any other rules, knock yourself out.

when i said Avatar im talking about this "Avatar" not the icon youre using O:

your icon and signature can be what you want (as long as they fit size restraints, and arent pornographic or break any other forum rules)... i mean i got a harry potter vid in my signature... O.o

It's just like being black.

Being black isn't a state of mind, but you're born with darker skin.

Being actual anime isn't because a cartoon shares the same formula, it's made in Japan.

There are a few small exceptions to this rule, but the simplest definition is:

Anime = animation made for the Japanese market and produced by a Japanese company in some part.

This includes some anime where a large chunk is actually animated in Korea or other countries but the intended viewers are Japanese and the company producing it is Japanese. Also, anime like Demashitaa! Powerpuff Girls Z which is based on an American cartoon and is partly produced by a US company (Cartoon Network), it is made primarily for the Japanese market (but I guarantee you'll see it in the US eventually). Then there is the curious story of the Vampire Hunter D: Bloodlust movie which premiered outside of Japan at various film festivals (which in itself isn't too unusual today), but the original release's language was English, not Japanese.

This also excludes such shows that may have been animated by a Japanese company but intended for a non-Japanese market like many older US cartoons like Teenage Mutant Ninja Turtles (1987, Toei), the original Transformer series (1980s, Toei), G.I. Joe (1980s, Toei), and G.I. Joe: Sigma 6 (2005, Gonzo). Although certain Transformers series were made exclusively for the Japanese market and a TMNT OAV series are counted as anime, the rest are not.
