Anyone know of an anime in which a girl cuts off her black hair? -clings onto amv idea-

Oh! Oh! Isn't there a girl in Eureka 7 who does that? I think there is, but I'm not sure of her name or anything, sorry.

Mistress 9 cuts off her hair (reallllllly long black hair) in sailor moon to keep it from growing, but it keeps growing, if that'll work? uh....as for episode #, can't really remember, just know that it's around the whole sailor saturn comes and does evil stuffz

No, Shampoo has the blue hair. Akane's is black.
