Vegeta would want to (DBZ), but Frieza would probably destroy the world first.
And I could see Treize (Gundam Wing) ruling the world through manipulation, or Zechs.

Sesshomaru from Inuyasha
Naraku from Inuyasha

Sesshoumarou? he dont look the type. he keeps to himself and kicks only the asses stupid enough to mess with him or get in his way. u can see that from him not wanting any shikon shards, pretty sure he's badass enough to get the whole jewel had he pursued the endeavor.

someone mentioned milliardo from GW. he looks more of the fighter for his cause type than world domination. Treize on the other hand...well he did take over the world, forgot what happened after..he's more of a politics kind of guy.

i would throw tetsuo on the list as well, not so big on the brains dept but definitely with power.

Hm...I guess you're right about Sesshomaru. Although he could take the part, I guess he wouldn't. At least we both agree about Knives and Naraku. But I'm still going with my decision on Heihachi Mishima from Tekken. That old guy really wants power all to himself!

I think for the most part Knives doesn't want to take over the world but rid it of humans. Personally I dont think that people with super human power could take over the world. For them there are only two options:

1. Dont take over the world
2. Destroy the world

Those are the only two options for those who depend on power to take. In my opinion it takes smarts for them to take over the world. The person who would take over the world would also need a cause, without one they quest for world domination would be shallow. Thus I return to my original statement that Katsuhiko Jinnai would be the one to actually accomplish the goal of taking over the world. Aside from Jinnai, I would also say that Shishio has the stuff to take over the world, that is of course, if his right hand man was there (cant remember his name at this time). *shrugs*
