A separate AMV staff simply isn't necessary. Most of the situation regarding the AMV competition last year was a total lack of preparation. I think we can all agree that's been addressed, seeing as we've got rules in early February as opposed to late May.
If there were a separate AMV staff, they'd only have one day of actual at-con work at AX. Staff members are expected to earn their keep by working 40 hours at the convention in exchange for admission and a room. There isn't 40 hours of at-con work for an AMV staffer to do. That's why they'll always remain under the Tech staff banner.
As long as preparations are taken care of well in advance, there shouldn't ever be a major need for a separate AMV staff. There might be a sub-department within the Tech staff for AMV related functions who double as Tech staffers at con when not doing AMV related things, but that's as far as it'll likely go.
