I'm going to submit two videos to this con - problem is, both were made in smaller resolution, and need to be scaled up. When I full screen them, they look fine, but when I try to actually upscale them, I've been getting some problems. I understand that this'll hurt my chances of getting them in, but since you mentioned you do conversions for videos, would upscaling these be included in that sort of thing?
Not to increase your work load or anything. That said, if anyone can point me in the direction of how to fix this myself, I'll goddamn try again - but I've tried looking around, and haven't found anything that sounds like my problem. The pixels look all wiggly when I try to export these at higher resolution.

The rules explicitly state that he won't upscale entries, the assumption being if you chose to submit it like that, that's how you want it to be seen.

I don't upscale the videos, when I say I convert them, I mean that I convert them to a blu ray format file, so that they can be authored to dvd for the prescreening. The actual contest is played off of a playback pro computer type device. I don't know what they actually do with the files.

Thanks for your response, Adam - luckily, l33tmeatwad has been kind enough to offer his help, and we've been able to get the videos lookin' good in the right format and size. However, one of my videos which I'm submitting is an AMV hell style video, and I'm having some difficulty with the submission process because I can't put all the songs or artists involved in the submission box. I couldn't find any instructions in the rules on how to handle this - should I just put "Various" for the artists and songs?
