It's a subjective thing, again, however. What's scary to some isn't to others. And I think there's different flavours and variants of scary.
On the surface, I think it's very difficult to get the desensitized public scared by just the sights or sounds. Possible, but you'd really need some disturbing sources.
On the other hand, there is a contextual kind of scary, and in this regard, I've been scared/disturbed by AMV's quite a few times; yep, Pen-Pen's AMV there included. If you can place things in a context that would mean something to the viewer and develop them very well, and use music to build tension and then release it in unexpected ways, you can definitely have a very powerful effect. But of course, all efforts are wasted if your viewer doesn't or doesn't want to understand the context.
Actually, going by that, I guess you could also say what I'm really talking about is not so much a horror AMV as just a really dark drama AMV (again, like Pen-Pen's for instance). But what's the point arguing the definition if I think it's scary anyway?
