Aside from the eyes being the wrong color, that pic could be Chise. Which fits with other other pic, so I'll guess it. Saikano? (She, the ultimate weapon, last love song on this little planet)

The eyes are the right color here, i in no way touched the image besides converting in to Jpeg, in full quality.
The anime is indeed SaiKano.
The second screenshot was taken from when she was having troubles while waiting tables.
