Yeah it's not like you get special bonus points that you can blow away on a @a-m-v.org email addy and whatnot, like many sites do. About FLCL, well, I guess I'll just have to get used to the idea of going through life without having fully grasped the genious of it all.

likeable villains....hmm oh yeah, Vegeta!
when it comes down to it he was the most logical of them all because his plan was as straight forward as you can get.
Vegeta: alright, Earth has mystic orbs that can make me live forever, i'll just take my little badass self and go to Earth, kill anyone that stops me make a wish and get laid with all the earth chicks.done.
Frieza: at the moment im the strongest M-Fer but im gonna have a bunch of nitwits that cant even shoot energy blast do my bidding, and when theyre beat by the person of the race i secretly fear i get more dumbasses that spend their time making cheerlead poses to kill him for me instead of killing them myself in 2seconds, and now their badass is here with me and what do i do, WASTE TIME doddling along for 10eps instead of killing everyone in 2secs. and what do i do next kill his best friend instead of him and now he happens to turn into a supersaiyan, kicks my ass and when he gives me some energy to live, i use it to kill him because apparently, he gave me more energy than his own....what a putz
Garlic Jr: where to begin with him, not only does he avoid breaking Gohans neck, he brings out the Makyo star, the source of all his new found just a stones throw in range and what happened, uh oh it got blowned up and he shrivels up more than Goku's junk when he was playing around with Dr. Wheelo.
Cell: has the powers of the universe at his disposal and when he gains ultimate power he provokes the one person that can kill because his DNA is apart of him and he must know what happens when he gets pissed.
Buu: well, he just wasted time and laughed to much. and ate too much junk food.....little pink bastard.

Likable villains in FMA and no one's said Barry the Chopper yet? I'm surprised (...yeah, when a man makes his rallying cry "I KILL, THEREFORE I AM!" it's safe to say he's probably not asking for pity.)
That said, also to add to the list:
-Yazan Gable (Z Gundam) - One of those delightful cases of a Gundam villain with no silver lining. He doesn't fight for any noble cause, or to right wrongs...Yazan simply fights because he enjoys it. For him, the thrill of combat is the ultimate high, to the point he even has one of his commanding officers eliminated (by 'accident') because he doesn't like the fact the guy's not taking an open opportunity to strike.
-Beck Gold (The Big O) - Probably Paradigm City's only full-time criminal, it's kind of hard to hate the gaudily-attired goof. Hell, even in the end the only reason he wound up turning 'good' was in the interests of saving his own ass.
-Quamzin Krashvera (SDF Macross) - Another one of the classic 'recklessly violent' villains...to such a point even his superiors were hesitant to use him. Still...for being murderous, insane, and a pretty mean drunk...he was still a pretty cool villain.
and
-Katsuhiko Jinnai (El Hazard: The Magnificent World) - Not sure how one would count this...but being the antagonist simply because you feel you're destined to be the main character's rival seems a pretty different reason to be the bad guy. Top it off with having the best evil laugh EVER.
That said, also to add to the list:

Ghost in the Shell: The puppetmaster.
Essentially an AI construct that seeks to stay alive.
Ghost in the shell: Stand Alone Complex and Second Gig. SAC gives us the Laughing man, a criminal bent on bringing down a corrupt business. 2nd GIG actually has the antagonist commiting murder and acts of terrorism.
Tenjho Tenge: MitsoumiFor most of the series, he's a pretty straightforward villian, then we learn a bit about him and it starts to make more sense.
For a bit of silly how about: Dokuro She's an angel from the future intent on stopping Mr Oni's heaven (a world where no one ages past 12) In the process killing our hero in lots of amusngly gruesome ways.
