I don't know what the television laws are, but I do know that some regular cable channels (i.e. not HBO, MAX, SHOW, IND etc.) have been showing sexual nudity over the summer. Comedy Central is one I'm sure of, as well as whatever station kept playing American Pie. Maybe FX (not fox) or TBS?
I understand that people are influenced by TV all the time; my point was that someone with common sense would know that ultraviolence is not all right as Ashyukun said in his first post on page three. It is ridiculous for someone to say that the media is teaching kids to keep their bodies covered. If anything, it's teaching the opposite. ^^;;
Then again, the VMAs have influenced some adults to lock lips with Britney Spears.
Nude beaches in the United States are not public. They are privately owned. Women who are uncomfortable wearing shirts already have the option to live in Nude Communities.
Also, many teenaged girls who would normally be very conservative do stupid things for the sake of fun. For example, the most unsexual girl I know got the bright idea to break into our local swim club and go skinny dipping to show that she can be sexy, too. It seems that rather than the media influencing her to cover up, it made her act out in an attempt to be like someone in a Girls Gone Wild video.

I'll admit I have no idea what exactly they've been showing over the summer- with very few exceptions, I just don't watch TV anymore- I just never find anything worthwhile on anymore. I'd say that TV is more teaching kids that they should be dressing up and being as sexy as possible at far too young of an age than to keep their bodies covered, yes. Though I'd imagine they also tend to be more uncomfortable with wearing clothes in general. Men in the same situation also have that option. However, men currently have the option in most situations of removing their shirts if they want in public, women don't. That's not just limited to teenage girls. All demographics tend to do stupid things for the sake of fun. I tend to think if the media took a stance where they didn't constantly sexualize nudity things would be better overall. I'm not sure if I'd really blame that particular incident on the media- though it does tend to perpetuate the belief that being sexy and alluring is important in increasingly younger kids, IMO.

Men and women are not equal! As a woman's chest is seen as more of a sexual object than a man's, it's only appropriate that men have more freedom in exposing their upper torsos. Overall, a law like this would cause more trouble than it would do good.
