What makes a banner worthy... A few suggestions

How recently? The rule wasn't written (ie: explained well) or enforced in the past as it is now.
They still show up once in a while, if that's what you mean. I don't know if they were approved recently or not.

They're not that big of a deal.

Those all came before that rule was enforced. I think they just started enforcing it about a week or two ago. (I know b/c I submitted several banners like that that were approved, then all of a sudden, they started rejected them, and I got kinda upset.)
