Ugh... damn interlacing.. >_<
I'm using TMPG (i think.. gosh darn those hard to remember names) to encode my avi vid to mpeg, and even using ermac's guide, it still has these ugly interlacing parts. The part i couldnt get was where he said to "click around the frames until the problem is fixed". i click. nothing happens. ugh. help, please?

You're misunderstanding the section of the guide. Inverse Telecining is only for use when you're converting 29.97fps footage back into 23.976fps footage. What you want is to simply deinterlace the footage using TMPGEnc's deinterlace plugins.

In that case, you didn't understand it.
In TMPGEnc:
Setting
-> Advanced tab
-> double-click "Deinterlace"
-> find an interlaced frame
-> use the pull-down "Method" menu to scroll through the choices until you find one that works
-> click OK
