I think they just ran out of episodes and had to find a convenient stopping point in the story. I've read elsewhere that the manga continues beyond where the anime ends.
Anyway, why me?
I think things really start getting interesting on the second or third DVD, when the characters have all been introduced (except for Kanone) and the Hunters start gaining in prominence. The situations are more fun when there's more than just Narumi and Hiyono working together on them.
But just so you know, that question posed by the first DVD, "What are the Blade Children?"? It's never completely answered.
For me, Spiral's another one of those series where the journey's rather more enjoyable than the destination (I found NieA_7 to be the same way).
Disclaimer: I have not actually seen any of the DVDs; I've only seen the series fansubbed.
(Oh yeah, and Eyes is hot.)
