What do you mean by video splitter? You want to make clips or do you want to change the format of the video?

Doesn't Final Cut Pro generate clips, or am I thinking of Motion?

I know there is Clip Creator that will cut it for you, and it is for free. Clip Creator is used in the iMovie guide.
Also there is QuickTime Pro, but this is like $30. You can creat clips and if you even wanted to you could edit your videos, too. I would suggest QuickTime.

I am not sure about Final Cut Pro being able to generate clips, and Motion you can not generate clips with that.

OK, then I'm just about positive that Final Cut Pro will generate clips.
