Banner help

I'm making a banner using photoshop, but I'm having difficulties getting the size down. The only way I can get it under 24k is if I drop the quality to 2, and at that point it's not worth submitting at all.

Does anyone have any tips for reducing file size without sacificing quality, or ideas about what is making the size so big?

Sure, try to "Save for Web" and not simply "Save" or "Save as"
