Script recommendations

I'm new to Avisynth, and have been reading the GAMEFAG but i want to pre-process my source before i begin editing like the guide recommends. So i am in the "Improving Visual Quality and Compressibility for Internet Encoding" section, and i see the problems i have with my source being described but im abit out of my depth with what i need to use.

Sorry to use a PNG file but i dont want to add any extra artefacting to my example.

I can see i got Film noise and Rainbowing and i'm following the guide to sort these out but i would like an experienced second opinion to what problems i have. I'm not asking to be led by the hand just abit of guidance on my problem in how to use the scripts recommended correctly. The Deen is recommended and a few others.

My source footage is from the PAL version of Ghost in the Shell Innocence, DGMPEGDEC says its all progressive, if that helps any.
