Adobe premire pro help needed!

For my latest AMV I'd like to begin it with the clip coming in with a flash, like when you turn on an old TV (anyone even remember what that looks like that can help me?) And I'd like to end the video the opposite way, as if someone had turned off that same TV. I'm not sure if I'm just stupid with Premire pro, but I can't seem to figure how to do it. Any help as to how to produce this effect would be GREATLY appreciated. Thanks in advance!

Hmm...the way I'd do it is by, say, setting the Scale Vertical to like 2% (making sure to turn off the Uniform Scale box) so that you just have a thin bar across the middle of the screen, then keyframing it to about 115% in two or three frames, then back to 100% on the next frame. As for the 'flash', I'd use the Color Corrector HSV effect (I think that's what it's called...) to up the Brightness very high for the first two frames, keyframing it to about 50% extra brightness for the 3rd frame, then back to 0% for the fourth frame. Then adjusting the Hue value so the second, third and fourth frames are kind of greenish or just oddly colored in general. Then maybe working a little bit of distortion in with Wave Warp or another distortion effect. That should probably do it, but this is all off the top of my head, adjustments could easily be made.
