Aspect Ratios for convention submissions

I have been re-reading the AMV Technical Guide as I have been on hiatus for a while and have some confusion on AR for distribution. So far the only thing I have submitted to a convention has been in 720x480 4:3 AR. This year the stuff I want to submit is all going to be 848x480 16:9 AR (square pixels). The contest guidelines as for submissions in 720x480, 704x480 or 640x480. So, I was wondering what is the best way to submit my stuff? Letterboxed 720x480 to preserve the 16:9 AR? or should I make it .9 pixel anamorphic 720x480 instead?

It may be safest to letterbox it yourself, but you should check the requested tech specs of the convention you're sending it to. Some will handle anamorphic footage correctly, some won't.
