Need help with a premiere effect

I was wondering if anyone could give me some suggestions on how I would make an effect to look like the yellow lines that commentators use at football games (like at 2:20ish in this).

You will probably need to use After Effects and some masks. How exactly you would go about it I have no Idea.

You can use After Effects slap in your footage make a circle Mask then throw in a stroke effect on the mask and keyframe the end option and it makes the circle thats just one way though.
