There's a loli assassin in Excel Saga, who appears in Episodes 8 and 26.

Mermaid's Scar OVA/Movie - Misato is an AWESOME little boy with murderous intent :3 I have not watched the Mermaid's Forest TV completely, but it may be possible he's in there somewhere too. Same source material, different releases a couple decades apart

Slayers NEXT - Phibrizzo. Need I say more? He appears in episodes 20-26 range of the season
