So, yea I would luv it if I knew how to do an effect as if someone is taking a picture. and not a digital camera pic, n older lens close open type camera.
So whaddya say anybody wanna help!?
(oh yea and where can I get a Snapshot sound effect?

For the effect, You can have like the screen flash white and then have it stay still, but this would be like for a digital, if you're goin' more for the old times or like polaroids just do some masking. have 2 solid black background and have them start out of frame then quickly come together at about mid way or wherever and then move apart again quickly. This will make it look like the shutter is closing and opening quickly, and then obviously as it's open have whatever was being shot be frozen just so it looks like a picture.
As for the sound effect, search google. Most of the time you'll find places that make you pay, don't do this, you can find free sound effects, I just don't know where precisely at the time. Or you can try searching for sound effects in Soulseek (or maybe limewire if you use that, idk). I just know that i've found quite a few good sound effects through soulseek in the past and a picture being taken sound seems like something it would have.

What NerdStrudel said was very creative, but you could also add a flash effect when the shutters open again with Brightness and Contrast, just set brightness to around 50, then back to zero in about 4-5 keyframes, whichever looks best.
