Are there "levels" of interlacing?
I have used 2 series while making videos, Dual and Love Hina, using AVIsynth with ripped DVDs. On the Dual video, I could barely tell that it was interlaced, and using Premiere's interlacing filter cleared up any I saw. With Love Hina, the interlacing is VERY obvious, and I can't find any technique to get rid of it, from ErMaC guides to VitrualDub filters. They all seem to either leave in too much interlacing, or make the clip choppy. So my question is, do different DVDs have different amounts of interlacing, or am I just going nuts?

Have you read the guides?
They cover "interlacing" and telecining.
Anime is normally shot @ 24fps, it's then telecined up to 29.97. This adds the "interlaced" artifacts you see. There are different ways to telecine footage so yes it can vary. Evangelion has a pretty horrid telecine.
The cool thing(sorta) about telecined source is that it usually can be inveresed, to retrieve the original 24fps footage.
