Lelouch from 'Code Geass' would be my recommendation. What is unique about his facial expressions is that they are not subtle but yet to some extent, exaggerate. He has shown sadness, evilness, despair, cunning, happiness, utter seriousness and on a certain rare occassion, the first time he ever truly feared something.

There's actually quite a few people with large facial expressions in Code Geass: Lelouch of the Rebellion, the most memorable one in my opinion being Nina for a singular almost disfiguringly exaggerated look of shock (First season, I'm pretty sure, though I can't remember the episode. Probably after 23 "At Least with Sorrow"). Suzaku's also got plenty of anger and surprise throughout both seasons.

well I like the eyebrow guy from flcl. He has overly dramatic and incredibly mild faces, but never too over the top. Also the eyebrows make everything better, I was thinking of getting cardboard and gluing it to my forehead, just to see what people would say.
