Ah, phooey.
Yeah, that's One Piece in a nutshell. Essentially it's Pirates of the Carribbean on crack. Lots of crack. Plus a host of other controlled substances. And don't even get me started on the grog 8)
But there's a bit more to the story than crack-happy pirates chasing a legendary treasure. I won't spoil anything, but I'll say be prepared to cry just as much and as easily as you laugh. There are very few series I've ever encountered that can combine side-splitting humor with heartfelt drama as well as this one. The only other one I can name off the top of my head that does it is Fruits Basket.
As for availability, you'll have to stick with digisubs, fansub VHS, or if you happen to have the money, import DVDs for now, or start subscribing to Shonen Jump for the manga (which is also excellent). Funimation has licensed it, but God knows when the American DVDs will officially hit the shelves. I've also heard talk of bringing it over to US syndication, but considering later episodes, they'd never get away with it uncut.

Well over a hundred last I checked. As far as the storyline goes, I'm not clear on later episodes.
