Rei is not and cannot be badass by any twisted definition of the word. She lacked the ability to stand up for herself until EoE, at which point it was
pretty much irrelevant. Until then she was just a marionette for Gendo to
toy with.

To me, a total badass anime woman is the one who can kick ass AND be able to escape in one piece; when captured, she kick captors' asses rather than rely on male hero to rescue her.

To me, the better examles are:

The truth is between the two extremes. She defies Gendo's orders a few times prior to the movie, she stands up to Asuka, she even slaps Shinji once... and she kills a couple of Angels... but even as one of her most devoted fans, I cannot think of her as "badass" in any way. She doesn't have the "I'm gonna kick your ass, bitch" attitude that is necessary for "badass" status.

I'm surprised Radical Edward hasn't been mentioned. Who else uses a remote control to crash police vehicles into the ground, purely for personal entertainment?
