What's need in order for an Anime to be formed?

To me I think that art is one thing and the the plot is needed! Animes are awesome! ]

Animes Rock! One thing that is in any Anime is the annoying Pervert! Another person is the Underdog! An evil person has to be there! Don't forget the rival of the underdog!

That's all I can think of right now though.

Pencil, paper, cels, ink, paint (or computer for digital process), artists, camera, film, voice actors, audio recording media, composers, musicians, sound effects creators, writers, character designers, plot, script, characters, layout, backgrounds, producers, directors, technicians...

Oh, and various executives and lawyers.

Yeah, a fanbase sure doesn't hurt. Oh, and distribution rights. Merchandising too.
