Seems to me that your file is not really uncompressed. You should try checking your export settings. If you're really sure about your settings, it can be a bug in your premiere which corrupt your fourcc value. So, you could try AVI fourcc changer and put RGB in its place.

Here are the settings for Premiere Elements 4 that I'm using to export. Note that the filetype is changed from Microsoft AVI to Uncompressed Microsoft AVI.

That's wrong, but it's not your issue. 720x480 is an NTSC TV resolution. NTSC TVs have a 0.9 PAR. Everything is going to look distorted.Angelic_Sabyne wrote: Frame size: 720h 480v (1.000)

I am not really confident with this solution since It is a bit strange that Premiere do a completely uncompressed export but bug just at the fourcc value. By the way, did you try playing this vid in media player classic (or such)? Or in vlc? if it works, you should try checking the properties or the stream information of your vid, especially in vlc, to check what codec is used to play it.
