Trying to get title of Anime based on a description: help!

Hi!
I am trying to find out the name of a particular anime I saw: the first time was several (ok, MANY) years ago-- channel surfing, so I only saw this one scene, and last year (year and a half ago?) I saw a referrence to it in a music video. I do not know the name of the Anime... but hopefully this will sound familiar enough that you might be able to help me out:
It was from the 80's or early 90's I think.
I saw it on TV at that time, and I saw an AMV with this scene in it 1 or 2 years ago-->
There is a boy... he wakes up or something... goes outside and discovers the devastation--- everything is rubble, basically.
He finds a ribbon at a playground and has a flashback to playing there with his sister or a girl friend--- or maybe it was that he didn't take time to play and now regrets it..., and in the flashback she is wearing the same ribbon in her hair, so the implication is she is now dead...
In the rubble he finds his (?) dog and mourns over him, and carries him slowly out of the ruins...
He returns to where he woke up (?) and goes into a room that if I remember correctly is a hidden room... goes through a transformation, and seeks revenge...

Hopefully you can help me out and will recognize thie info I placed here... He might have had light/medium color hair as opposed to dark (?)...

Hmmm doesn't ring a bell for me.
I'd suggest watching as much anime as you can every day until you find it!
You might even find alot of stuff you might really enjoy too, so it won't be a total lose.

Just tried to start that process...
I can tell you that the Gundam (?) amv I just watched reminds me of the video for some reason--- the equipment the boy uses/becomes...
does that help?
