Old film/film damage. It can be found in any editor in some way shape or form.

AE doesn't have one by default now that I think about it. Vegas might but it's probably not the same. Creating the look depicted there shouldn't be too hard with a couple of feathered masks and alternating between them though. But it is most likely a plug-in, I however don't recognize it from the top of my head though.

Sony Vegas - Sony Film Effects. There is also Sony Film Grain.

That specific effect is actually a video that you overlay with a Multiply compositing mode. You can find it on VideoCopilot as well.

In AE you will need to actually change the solids a bit and add some grayscaling/tinting effect to create this exact effect. In Sony Vegas however all you need to do is add a Film Effect and possibly a few tweaks.

what bug me is that corner black border that reacting to the music, that border isn't something vegas can do in my knowledge since it isn't uniform... urgh!
