You could look into Ryoko Asakura, from Haruhi.

My first pick would have to be "Chief Guard Makina" from Deadman wonderland.
Since she is the Chief Guard I am pretty sure there are scenes of her looking at monitors.

Other good possibilities that are in the High School age group would be
Kotonoha Katsura: School days (The second half of the series)
Chizuru Akaba: Seitokai no Ichizon
however I don't think they ever watch TV that much.

You could try Aisa Himegami from A Ceartain Magical Index. While she isn't evil, she does have slanty or half closed eyes almost all the time which makes her look a little creepy. Oh and she is often wearing a shrine girl outfit, if that helps.
