Looks like a combination of sudden keyframe moves along with motion blur and radial blur. At least that's what I'd try in Vegas if I wanted to do it like that.

It's "Twitch" from Video Copilot. It looks like the editor just turned down the RGB setting on it so the colours don't change when it twitches . If you want a tutorial on how to use twitch, video copilot has those too. There should be a tab on the link i sent that says "Tutorials".

Oh yeah and it's only for After Effects, but if you want to do it in vegas I'd try something along the lines of what HalOfBorg mentioned!
